It has this 'ActiveDesktop' registry key at the top of the notebook page that I don't have, so I was afraid of it. Under the personalization panel it shows I still have a picture seleteced but it just wont show anything into I click a new picture. I want my backgrounds to stay because now every time I restart my computer I have to change it. I clicked on the 'Allow Wallpaper/Background Changes' and it popped up with a notebook file that had-I'm guessing here-registry keys the way they're supposed to look? There were a lot of them and I admit, I don't know anything about computers except what I have learned when they went and broke down on me (But I'd love to know more). When ever I change my background after I restart my computer it turns into a blue solid color. The second solution directed me to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop, but I don't have an 'ActiveDesktop' folder that I can see. All it had was 'default,' as you can see, which looked pretty harmless. Restart your system and you should be able to browse and set your background image. In the Properties window select the Disable option, and save the changes by clicking OK.
I didn't see anything about 'Wallpaper' as it said to look for in the first link, so I didn't change anything in that registry. In the right pane, find the policy Prevent changing desktop background and double-click on it.
